I usually try to offer something...but don't always, and usually it's because there is nothing in the house except water. Also it would never occur to me that I need to offer a drink to family. 'Mi casa et su casa' with family and close friends and I would expect them to treat my house like their house and get their own if they were thirsty...or at least ask.
As far as the dil, you have a choice to get upset over this relatively minor issue and let it damage your relationship with dil in the future or to let it go. If you think that you should be offered refreshments when you go to son and dil's home, then let them know in a nice non-confronting way.
BTW, my xMIL called me an uneducated, backwoods tramp...to my face. I chose to let it go. And a few years later, when I could add a few more initials behind my name (BS, MA, MS, PhD) it actually became amusing.
